Why Every New Laptop Is Getting a USB-C Port, Even Outside Europe

Phone chargers went through this fight already: the EU forced USB-C on smartphones and small electronics in 2024, and Apple stopped fighting it and switched the whole iPhone lineup worldwide rather than build a separate EU-only version. The same law’s final phase landed on laptops as of April 28, 2026, and the practical effect is showing up the same way it did with phones, not just in stores selling to European shoppers, but in what manufacturers design in the first place.

What the Rule Requires

As of the April 28, 2026 deadline, every new laptop sold anywhere in the EU’s 27 member states, provided it draws 100 watts or less, must include at least one USB-C port capable of wired charging. Any laptop charging at more than 15W through that port has to support the USB Power Delivery standard specifically, so a compliant laptop isn’t just physically fitted with the right shape of port; it has to actually negotiate charging the standardized way, which is what makes a single third-party charger genuinely interchangeable across brands rather than just physically compatible but functionally unreliable.

High-performance machines that draw more than 100 watts, the kind of power-hungry gaming or workstation laptop that a compact USB-C connector genuinely can’t handle well, are allowed to keep a proprietary barrel connector as the primary charging method. But even those have to add USB-C capability alongside it, so the exemption is really “you can keep your high-power connector,” not “you’re excused from USB-C entirely.”

The Detail Most Coverage Skips: Chargers Are Now Optional

Alongside the port requirement, manufacturers now have to offer an unbundled configuration, a version of the laptop sold without a charger included in the box, for anyone who already owns a compatible USB-C charger and doesn’t want to pay for or receive a duplicate one. Packaging also has to carry specific labeling showing charging performance and whether a power adapter is actually included, so the box itself should make it obvious before purchase rather than requiring a return once you get it home and find an empty accessory compartment.

Laptops already sitting on store shelves, already in a warehouse, or being resold secondhand are explicitly exempt, so there’s no scenario where an older, already-purchased laptop becomes non-compliant or unsellable after the fact. If you already own a laptop without USB-C charging, nothing about this law affects it; the rule only shapes what gets designed and sold going forward.

Enforcement runs through each member state’s own national market surveillance authority, coordinated across the EU so that a violation flagged in one country can trigger scrutiny in others. That cross-border coordination is part of why manufacturers tend not to treat this as a market they can quietly under-comply in and hope goes unnoticed.

Why This Matters if You’re Not Shopping in the EU

Here’s the part that makes this relevant well beyond European shoppers specifically: designing, certifying, and manufacturing a separate EU-only laptop model just to route around a charging-port requirement is expensive and operationally messy for a company selling the same laptop globally. The iPhone’s move to USB-C worldwide, not just in EU-market units, is the direct precedent, and laptop manufacturers face the same math. A single global hardware design that meets the strictest requirement anywhere it sells is usually cheaper to build and support than maintaining region-specific variants, which means a rule written for European consumers is a real reason to expect USB-C charging on new laptops sold in the US, UK, and elsewhere too, not just a regulation that stops mattering once you’re outside EU borders.

How This Compares to the Phone Rollout

The laptop rule is the final phase of a broader EU regulation that already reshaped phones and small electronics starting in 2024, and the sequencing tells you something useful about why laptops took an extra two years. Phones, tablets, cameras, headphones, and similar small electronics were required to standardize on USB-C first, a comparatively simple engineering problem since most of those devices already drew well under 100 watts. Laptops needed the longer runway specifically because of the higher-power exception: regulators had to define where the line sits between devices that can charge safely and efficiently over USB-C and devices, like high-end gaming laptops, that genuinely need more power than the connector was originally built to deliver reliably.

That two-year gap is also why the consumer-facing disruption has been more gradual for laptops than it was for phones. Apple’s switch away from Lightning was a single, sharp, widely covered break tied to one flagship product line. The laptop transition has been rolling out more quietly across dozens of manufacturers and hundreds of models on their own individual refresh cycles, which is part of why a change this consequential hasn’t generated the same single, memorable “this changed overnight” moment despite affecting a comparably large slice of the market.

What to Check Before Buying

A few concrete things worth confirming on a laptop’s spec sheet given this shift, regardless of where you’re shopping:

  • Whether USB-C charging is listed as a supported method, not just present as a data port. Some laptops have USB-C ports that handle data and video but were never designed to accept charging power through them; the two aren’t automatically the same feature.
  • The laptop’s power draw versus the 100W threshold. A thin, mainstream laptop is very likely to charge exclusively via USB-C going forward. A gaming or workstation laptop pulling well over 100W may still ship with a proprietary charger as the primary method, with USB-C present as a secondary or slower-charging option rather than the main one.
  • Whether a charger is included at all, now that unbundled no-charger configurations are a real, legitimate option rather than a corner being cut. If you’re buying to add to a household that already has USB-C chargers around, that configuration can be a genuine, worthwhile discount rather than a missing accessory.

If You’re Buying a Laptop That Charges Over 100 Watts

Anyone shopping specifically for a gaming or workstation laptop shouldn’t assume the USB-C requirement means the proprietary charger disappears entirely. Because those machines are explicitly allowed to keep a barrel connector as the primary charging method when they draw more than 100 watts, it’s worth checking exactly how USB-C is implemented on a specific model before assuming it can fully replace the included charger. On some high-power laptops, the USB-C port is present mainly for slower trickle charging, useful in a pinch, not a full replacement for the dedicated power brick during a demanding session. That distinction matters more for this category than for a mainstream ultrabook, where USB-C charging is increasingly the only method offered at all.

The Practical Upside

Setting the regulatory mechanics aside, the actual consumer benefit here is straightforward: fewer proprietary charger bricks cluttering a bag or a drawer, and a much better chance that the USB-C charger you already own for your phone, tablet, or another laptop will work for a new one too. That’s the same interoperability win phones already went through, arriving on laptops a couple of years later, and it’s a genuine reduction in the specific kind of accessory clutter that comes from every laptop brand insisting on its own charging connector.
